California: Vote YES on Propositions 5, 6, and 11, and NO on all other propositions. Prop. 6 REPEALS the gasoline and car tax hikes recently enacted by the state legislature, and requires voter approval for future increases.
Los Angeles County: Vote NO on Ballot Measure W. It is ANOTHER property tax hike, paid by homeowners and by renters in their rent.
City of El Segundo: Vote NO on ESUSD Bond Measure ES. It is a scam that will cost El Segundo homeowners, renters, and taxpayers west of PCH (Sepulveda) up to $368 Million.
Vote "NO" on ALL Tax Measures. All taxes combined are much too high, and customers pay the business taxes that are passed on to us as a cost of doing business. The liberal tax-and-spend politicians must learn to live within our means.
Vote NO on the measure to ban the Death Penalty for Terrorists and other Mass-Murderers.

Overpriced and Imperfect – Letter to the El Segundo Herald by Mike Robbins – With proof and background information
The following letter to the editor was published in the El Segundo Herald newspaper (HeraldPublications.com) on Thursday, August 27, 2015 in the Letters section on page 3. The El Segundo Herald has a strict 250-word limit, including the title.
Overpriced and Imperfect
The El Segundo police and fire unions have retired fire department employees extolling their perfection to defend huge pay raises. They’re overpriced, and usually do a good job, but not always. Here are some examples.
One police officer took an unauthorized and unreported hour break reading a newspaper in a patrol car at the beach during patrol duty. Another left a patrol car unattended with the engine running and windows down, in front of City Hall on Holly Ave., across from Stuft Pizza where kids hang out. That attractive nuisance could have cost lives and millions of tax dollars had a kid taken it for a joyride and crashed.
El Segundo police sergeant Rex Fowler caused an accident that killed Hawthorne police motorcycle officer Andrew Garton, during escort duty in Torrance for a royal funeral procession for Manhattan Beach police officer Mark Vazquez, who died of cancer. Garton’s widow sued El Segundo for $25 million for wrongful death, and Hawthorne filed a $718,655 claim for damages against El Segundo.
Firefighter Michael Archambault was arrested, convicted, and sentenced for shoplifting five products totaling $354.95 from Costco. He was allowed to retire early with a $110,251/ year pension.
An El Segundo resident, a firefighter for another agency, suffered permanent disability because, he said, the paramedics claimed he was okay and refused to transport him to the hospital while he was having a stroke, allowing them to get back to the fire station to watch a big sports game on TV.

Here is proof and background information for the statements and examples in this letter.
This information was updated on April 21, 2015 to add the annual CalPERS pension income for retired El Segundo Fire Battalion Chief David K. Sharp for 2014 – a whopping $177,841.56 – not even counting benefits!
This information was also was updated to add the annual CalPERS pension income for retired El Segundo Fire Engineer (and firefighter union member) Michael J. Archambault for 2014 – a huge $111,937.56 – not even counting benefits!
The El Segundo police and fire unions have retired fire department employees extolling their perfection to defend huge pay raises.
David K. Sharp submitted an “op-ed” column which which was published on page 3 of the June 11, 2015 edition of the El Segundo Herald. It was basically an advertisement defending the excessive and unsustainable salaries and pensions of the El Segundo Firefighters’ Association (union) and their managers. He is a retired El Segundo firefighter who was a fire union member for most of his career, until he achieved his final rank of Fire Battalion Chief. He retired in 2007, and received $171,335.76 in 2012 and $174,770.76 in 2013 from his taxpayer-funded CalPERS pension after working for only 31.76 years.
Here is proof for David K. Sharp’s California Public Employee Retirement System (CalPERS) pension. It is provided by the TransparentCalifornia.com website. They obtained it from Public Records Act requests made to CalPERS.
Here is my summary and formatting of Sharp’s CalPERS pension information in the TransparentCalifornia.com database (I added his last position):

Note that public employee retirees in CalPERS get automatic pension Cost Of Living Adjustment (COLA) raises each year. Also, CalPERS pensions are a defined benefit pension plan and not a defined contribution plan like a 401(k), so CalPERS payments are guaranteed by the taxpayers regardless of investment portfolio performance and any risky investment portfolio mismanagement.

Rosemarie Radomsky, who submitted the “Who You Gonna Call?” letter to the editor of the El Segundo Herald, published on page 3 of the August 20, 2015 edition, is a retired City of El Segundo employee who worked as an administrative analyst in the fire department, according to a former El Segundo fire department employee. She is listed in the CalPERS pension database at TransparentCalifornia.com as a retired City of El Segundo employee with 10.85 years of service with the city. She retired in 2001.

Response to Letter Submitted by Robert Clark Published in the July 16, 2015 Herald
My name is Mitch Tavera and I am the Chief of Police of the El Segundo Police Department. On July 16, 2015, the El Segundo Herald published a letter from a Robert Clark in which he accuses an El Segundo Police Officer of threatening and intimidating him after he spoke publicly, several years ago, at a city council meeting. Mr. Clark did not disclose the date of this alleged incident nor did he provide the name of the officer. I would like to address this letter to Mr. Clark.
Mr. Clark- As all allegations of misconduct against my employees are extremely important to me, I ask that you contact me personally, in order to conduct a thorough investigation into your claims. Measure A is at least eleven permanent tax hikes in a single ballot measure – four on residents and seven on businesses.
Four City employee unions have donated $17,500 to the “Yes on Measure A” campaign to raise our taxes and their pay and pensions:
- The El Segundo Firefighters PAC donated $5,000.00 on 02/11/2014;
- The El Segundo Police Officers’ Association PAC donated $5,000.00 on 02/24/2014;
- The El Segundo City Employees Association PAC donated $5,000.00 on 02/28/2014; and
- California Teamsters Public Affairs Council in Sacramento donated $2,500.00 on 02/28/2014, presumably for the El Segundo Supervisory and Professional Employees’ Bargaining Unit, Teamsters Local 911.

These four City employee union gave a total of $17,500 to the “Yes on Measure A” campaign to get $6.6 million per year in return for past and future union pay raises and resulting pension increases.
There is an inherent and unavoidable conflict of interest when government employee unions contribute money and provide other forms of campaign support for candidates and ballot measures that will increase their pay and pensions, and then raise taxes on residents and businesses to pay for it.
The “Yes on Measure A” campaign claims Measure A is “supported by people you know and trust”. But if you really knew most of them, you probably would not trust them!

Looking down their list of supporters, we find:
- Four were city council candidates sponsored by the fire and police unions, who get huge pay raises in return for their campaign support – Bill Fisher, Sandra Jacobs (one of the two “Yes on Measure A” campaign co-chairs), Cindy Mortesen, and Janice Cruikshank;
- One tried to steer a city contract to a friend for $120,000 when the more qualified bid was $65,000 for the same job;
- One was AGAINST the tax hikes when he was a Hacienda Hotel employee, but now, as an ex-employee, he is FOR the tax hikes that will harm his former employer and the entire hotel industry – Joe Harding (one of the two “Yes on Measure A” campaign co-chairs), spoke out strongly against smaller Utility Users Tax (UUT) and Transient Occupancy Tax (TOT) hikes at the 8/3/10 El Segundo City Council meeting, saying, “Most of you have seen first-hand what our industry has endured over the past 27 years.” “Our industry just can’t handle any increase.” “You must say ‘No’ to the hotel killer tax.” “A TOT and a UUT would hit us twice. That’d be like kicking us when we’re down, and then running us over for good measure.” “The City must make unpopular and difficult adjustments to their payroll and expenses.” “Leave the TOT where it is.”;
- One had to resign his elected office due to his long-time persistent affair with a school board member also on the list, which he admitted to in writing, after her husband contacted the City Council regarding the persistent affair with his wife – former City Treasurer Christopher Powell and current School Board Member Laura Gabel

- One was a no-show city clerk who worked full-time for another city but collected two government paychecks – Cindy Mortesen;
- One is a school teacher union member who misused School District public facilities, public resources, and students to campaign for a City Council candidate – Ray Gen;
- One is a police captain who made the news for bullying and harassing a city resident at his workplace for posting the public record police and fire union salaries on his website – Police Captain Robert (Bob) Turnbull;
- Three crashed and disrupted the meet-and-greet of City Council candidate Mike Dugan, and heckled and interrupted him, causing some of the voters to leave early – City Council Member David Atkinson, City Council Member (and Los Angeles police officer and union member) Marie Fellhauer, and police captain and union member Robert (Bob) Turnbull;
- One is the election official who runs the entire election and counts all the ballots, and should not endorse candidates or ballot measures in elections she conducts – Tracy Weaver;
- And missing are the four City employee unions who contributed $17,500 to the Yes on Measure A campaign to raise our taxes and their pay.
I could go on, but you get the picture. Please vote NO on Measure A.

Mayor Bill Fisher Continues his Campaign of Deception as He Runs for Re-Election
El Segundo Mayor Bill Fisher wants voters to believe he reduced the City’s wildly excessive and unsustainable employee compensation costs by reducing City employee salaries by significant amounts. He also wants us to believe there were substantial numbers of City employee layoffs. These are not true.
Fisher supported wildly excessive pay raises of 11.25% to 32.3% over three years for the already overpaid firefighter and police unions and their managers. These raises were approved by the City Council on April 7, 2009 and December 2, 2008, long after the Great Recession began, and include retroactive raises effective 6 and 9 months before they were approved on April 7, 2009. These raises were in addition to the automatic 5% “Step” raises firefighters and police are given each year for the four or five years after they year they are assigned to a new job position.

City employees received huge permanent pay raises, but most of their “concessions” were temporary, with the net result being increased employee compensation and increased pension costs to the City. Concessions included things like temporary one-time “unpaid” furlough days, which are like unpaid vacation days, and temporary suspension of cash-outs of accumulated unused vacation and sick leave hours. The firefighters and police were paid “Special Compensation” for those “unpaid” furlough days, which averages 33.5% of their regular earnings.
The alleged “reductions in salary” were achieved by temporary unpaid furlough days, temporary suspension of cash-out of accumulated unused vacation and sick leave hours, temporary reduction in overtime hours in 2010, and early retirements – many of them with lucrative and expensive incentives. No employees had their hourly pay rates reduced.
There were 26 City employee separations in 2009 and 2010 for budgetary reasons, and only 5 of those were layoffs. The rest were early retirements.

Recycle Bin Sting
The El Segundo Police Department is currently conducting an undercover sting operation targeting people who are getting recycle cans and bottles from the curbside bins. I was witness to an arrest made by two uniformed policemen in two undercover cars, with a third black & white vehicle and another officer to transport the man to jail. Why so many needed to cruise the streets? The man involved was removing about 40 cents worth of aluminum cans from my neighbor’s trash.
