Attached is a comparison of refinery revenues that I have been working on with Doug. We have compiled information comparing the revenues collected in El Segundo from the Chevron Refinery to the Chevron Refinery in Richmond, BP West Coast Refinery in Carson and Exxon Mobile Refinery in Torrance.
We also included an analysis of the revenue per acre generated from the local refinery compared to the revenue per acre generated by the rest of the City’s commercial industrial sector. … Continue reading

New Contracts Unsustainable
Councilman Fisher claimed city employee unions took a nine percent salary cut. This is untrue. The new union contracts are still excessive and unsustainable. They don’t even rollback the huge 11 to 23 percent pay raises Councilmen Busch and Fisher gave the fire and police unions during the recession, on top of their already excessive and unsustainable salaries and pensions. And the new contracts include three different pay raises plus a guarantee of no layoffs for three years.
The maximum and average total annual compensation were $338 thousand and $202 thousand for firefighter union members, and $304 thousand and $178 thousand for police union members (previous contract). The city paid maximum and average individual annual pension contributions of $66 thousand and $40 thousand for firefighter union members, and $77 thousand and $41 thousand for police union members.
The firefighter and police union pension costs are excessive and unsustainable because they are based on excessive and unsustainable salaries and pension benefit formulas. All firefighters and police can still retire at age 55 with up to 90 percent of their single highest pay year as their annual pension benefit … Continue reading

I have a more detailed analysis that we’re putting together on the Chevron taxes that doesn’t just look at Richmond, but also looks at other refineries in this South Bay (Torrance, Carson, Long Beach), and then also compares the ES refinery to other ES properties and tax generated. One quick snapshot to look at is Chevron has 40% of our property and generates 10% of the revenue in our General Fund. That, of course, doesn’t even factor in the negative impact that the refinery has on the city.
You will get a very detailed comparison of this refinery with Richmond and with the other refiners in SoCal. From what I know right now, I will tell you that I would estimate that Chevron should be at around $30M/year to be comparable to other cities and to compare to our other land uses. Right now, ES is subsidizing them a great deal compared to other cleaner business uses we have in our city. … Continue reading
