Inherent Conflict of Interest

The Police Officers’ and Firefighters’ Associations (unions) bankrolled the Measure B tax-hike campaign. FPPC campaign disclosure forms show the police and fire unions spent an overwhelming $39,247.50 in our city election ($19,033.50 police, and $20,214.00 fire) to influence voters on Measure B and the City Council race.

This is nearly four times the $10,000 they contributed to the “Yes on Measure A” campaign in 2014, for eleven tax hikes, on residents and businesses. The fire union probably spent more than $100,000 on their Measure P campaign in 2012, to outsource our local Fire Department to Los Angeles County for a reduced level of service, for their own financial benefit.

None of the firefighters and only about one-fourth of the police live in town. They campaign in our local elections to maximize their pay and pensions, and raise taxes and fees to pay for it, no matter how excessive and unsustainable.

The latest available El Segundo City Employee compensation data, for 2014, at TransparentCalifornia.com, shows the 58 sworn police employees had the following total annual pay and benefits statistics: Minimum=$139,028; Maximum=$358,536; Average=$228,240; and Median (half above and half below)=$214,867.

The 44 sworn firefighter employees had the following total annual pay and benefits statistics: Minimum=$148,235; Maximum=$375,524; Average=$247,646; and Median=$225,882. The firefighters are paid to sleep and eat, including some of those hours at the overtime rate of 150% their regular pay rate.

The union campaigns have nothing to do with safety and everything to do with union greed.

To my dismay, I see the City Council has come back to us yet again with the immoral proposition of gouging hotel customers for the crime of not being us. The argument in favor is based on the bromide “every one else is doing it.” Anything higher than the sales tax rate is just plain wrong and I hope we have the collective wisdom to vote it down again. Instead of gouging visitors, we could always vote out the incumbents to keep any one from accumulating two terms and their associated health insurance for life benefit. This could save substantial funds for lifetime health care insurance of “retired” council members.

No on Measure B

Read the Argument Against Measure B and Rebuttal to the Argument in Favor of Measure B in the Sample Ballot. You can view or download it at the City website, ElSegundo.org.

Vote “No” on Measure B, the Bait-and-Switch tax hike. The City lured hotels here with a Business Attraction Program and lower hotel Transient Occupancy Tax (TOT). Now after the hotels are built, the City is trying to raise their TOT tax by 50%, from 8% to 12%. This tax, paid by customers, will increase room prices and reduce sales. The TOT is only 10% in adjacent Manhattan Beach.

Measure B will destroy El Segundo’s longestablished reputation as a fair and stable business-friendly city. We may ultimately lose more tax revenue than we will gain, by discouraging businesses from coming and expanding here.

The hotel operators, Councilman Mike Dugan, and former Council Members Mike Robbins, Jane Friedkin and Dick Switz all oppose Measure B.

Government must learn to live within its means. This cycle of handing out big pay raises to the safety unions and management, and raising taxes to pay for it, has increased both the funded and unfunded CalPERS pension liabilities. It has got to stop. Each pay raise increases the pension liabilities. El Segundo’s unfunded CalPERS pension liability – about $106,500,000 – must be paid over many years, as employees retire, over their remaining lifetime, which will average about 25 to 35 years per retiree.

Vote “No” on Measure B to stop this vicious cycle.

By now the USPS has brought us all a slick, full-color mailing which tells us to vote approval for the notorious Measure B. What a surprise: it is paid for by the cops’ and firemen’s PAC’s. Once again I urge my fellow residents to vote “No” and reject the 50% increase in the obnoxious TOT. We don’t need more taxes, we need fiscal responsibility. See you at the polls.

TOT aka Anti-Visitor Tax?

The transient occupancy tax (TOT) might be called the anti-visitor tax and is a nasty although widespread trend. It is now proposed to raise El Segundo’s TOT by 50% with the tired argument that it won’t cost us permanent residents anything, just make those outsiders pay. Of course, we will likely be hit with another city’s TOT, promoted by the same churlish reasoning, whenever we travel. So the net effect is a tax against anyone who doesn’t just sit at home. If surrounding cities have a higher TOT, fine, but we are proud of our safe and pleasant city and should only encourage more travelers to witness it. It is especially true because the proximity of LAX brings many foreign visitors into the neighborhood and they may well leave with a positive opinion of the United States if they experience El Segundo. Probably those visitors patronize our local businesses more than some of our cheapskate residents. And they must pay the high local sales tax. I urge my fellow citizens to reject the proposed increase. Within our city limits is a refinery operated by a corporation one of the world’s ten largest, if not in the top five, with enormous profits; we needn’t cast about for revenue sources.

A Correction is In Order

The 3/6/14 Herald article, “Council Holds Off on Rec and Parks Fee Decision”, contained misinformation. City property tax revenue is more than $6 million – not about $1 million as the author misinterpreted from Mayor Fisher’s obfuscation.

The property tax revenue numbers I cited at the 3/4/14 Council meeting are from official City of El Segundo public record documents and are presumably correct. Based on those documents, I stated during the meeting that El Segundo property tax revenue for fiscal year 2012/13 was more than $6.3 million, is at a record high for at least since FY 2000/01, is 46% and about $2 million higher than FY 2000/01, has had an average annual increase of 3.6% and more than $166,000 per year, and has increased in 9 of the last 13 fiscal years.

El Segundo Measure A Co-Chair Joe Harding was Against the Tax Hikes Before He was For Them

Joe Harding is one of two co-chairs identified on the “Yes on A for El Segundo’s Future” campaign committee website. Harding is also treasurer of the campaign committee as indicated on the first FPPC 460 campaign finance disclosure filed by the committee with the El Segundo City Clerk.

Harding was against the tax hikes before he was for them. He spoke out strongly against the tax hikes at the August 3, 2010 El Segundo City Council meeting when he was the General Manager of the Hacienda Hotel in El Segundo (HaciendaHotel.com). Now he is campaigning on the opposite side, for the tax hikes which hit hotels especially hard, as an ex-employee of the Hacienda. Here is an excerpt of what Harding said as a Hacienda Hotel employee:

“You must say ‘No’ to the hotel killer tax. … A TOT, and a UUT would hit us twice. That’d be like kicking us when we’re down, and then running us over for good measure. … The City must make unpopular and difficult adjustments to their payroll and expenses. Asking businesses to pick up the bill for the City and its residents in this economy is simply not a fair approach. The Hacienda has been and will remain a stellar business in this community. Help make sure this continues. Leave the TOT where it is. It’s working for us. It’s working for the City. … Thank you.” – Joe Harding, General Manager of the Hacienda Hotel in El Segundo, speaking at the August 3, 2010 El Segundo City Council meeting, before he became an ex-employee of the Hacienda, flip-flopped, and became a co-chair of the Yes on Measure A committee to raise both the TOT and UUT taxes on the Hacienda and all other hotels and businesses in El Segundo, and to impose them on residents.
