Tuesday, September 14, 2021 is Recall Election Day in California.
Vote YES on the first question to RECALL GOVERNOR GAVIN NEWSOM; and
Vote for LARRY ELDER on the second question to elect Larry Elder as governor if a majority of the votes counted voted Yes on the first question.
Vote-By-Mail ballots were mailed out to ALL registered voters, dead or alive, moved out of the state or not, legal or illegal. This was done to maximize the opportunity for election fraud and theft to keep Governor Gavin Newsom in office.
The election fraud can include stuffing the ballot box with fraudulent ballots voting NO on the RECALL and NO VOTE for the new governor, and destroying, discarding, or not counting ballots voting YES and LARRY ELDER.
You can vote by mail, but it is probably safer to vote in person at the election poll on or before September 14, 2021 to help ensure your vote gets counted.

Feels Neither is Right
A “fee” over $1,800 to any El Segundo resident, for the transportation and mileage only, to the nearest emergency room, by city paid (taxpayers) paramedics in a city paid (taxpayers) vehicle. Why? the city wants to “recover” back some of the 14 million dollars it pays to the fire department for doing their job. Please note, at 3 a.m. paramedics would still be paid the same whether they responded to a 911 call or were left sleeping.
June 2014, Thursday morning at 7:30 A.M. a special council meeting, agenda page 4, to charge an “additional fee” (unknown to most citizens) for the transportation by El Segundo paramedics. They claimed a “recovery” of $180,000 to the city. I have invoices from Wittman, who’s doing the “recovery” collection, and what was paid to the City from June 2014 to July 2015. $180,000? try over $800,000.
The 9/15/15 council agenda about the budget, on page C-2, states “collecting for fire inspection fees and for non-resident paramedic transportation”. So is the budget fee statement incorrect or the city wrongfully charging its citizens? Either way taxpayers already paying for their city paramedic service should not be charged an “additional fee” if they use that service. What would happen if the people of El Segundo hired someone to “recover” the money for the days, months and years for fire services that they didn’t call for?
Neither is right, yet the city is doing it. Again why?

8/4/15 Council meeting was another organized parade of union members and their companions programed to parrot the slogans of the unions. The firefighter’s union constant fabrication about seven years of salary and compensation cuts. Since 2009 there has not been any department cuts to the firefighters salary or special compensation (source, city records). Both these salaries and special compensations have risen every year and are at all time highs. One firefighter’s earnings, in 2014, was $285,785, more than anybody in El Segundo, even the city manager.
Also no union firefighters live in town. The union’s president lives in Manhattan Beach and their V.P. lives in San Juan Capistrano. They spoke and used words like “not being able to provide for their families”, “severely understaffed”, ”working in one of the most dangerous and hazardous city on the West Coast”. This propaganda makes us lose any admiration for this organization, But when they make accusations like ”personal threats to our families way of life” and “dehumanizing members and their families” now they have lost respect.
Explain how living in million dollar homes between Manhattan Beach and San Diego County, working in one of the safest city in Los Angeles County, making $150,000 to $285,000 a year, early 50’s retirement with six figure pensions is dehumanizing? And the fire department still bills you $1,800 just to transport you to an emergency room.

Union Claims Don’t Add Up
The firefighter and police “associations” (unions) sent a campaign mailer to all city residents. One side contained propaganda urging attendance at the 7/7/15 City Council meeting, and the other side was a “Stop The Cuts” sign to display during the meeting.
The mailer claimed “millions of dollars in contract concessions over the past seven years”. The unions actually received millions of dollars in excessive and unsustainable pay raises during this period.
The already overpaid firefighter and police unions received the following pay raises during the Great Recession, in three-year contracts approved by City Council on 4/7/09 in Consent Agenda items E11, E12, and E8:
El Segundo Firefighters’ Association (ESFA) received 11.25% in raises for firefighters, paramedics, fire engineers, and fire captains.
El Segundo Police Officers’ Association (ESPOA) received 15% in raises for officers and sergeants.
El Segundo Police Managers’ Association (ESPMA) received 18% in raises for lieutenants and 23% for captains.
The following three year contracts gave all city union members pay raises every year.
All of the above raises were in addition to automatic annual 5% “Step” raises, periodic “Longevity” raises, and many types of “Special Compensation” raises hidden in their union contracts for all six years.
Firefighter and police managers received the following pay raises during the Great Recession, to avoid “salary compaction”, approved by City Council on 12/2/08 in Consent Agenda item E8: Fire Battalion Chiefs, 16.9%; Deputy Fire Chief, 14.9%; Fire Chief, 32.3%; and Police Chief, 23%.
Facts are stubborn things.

Feels Bill is Excessive and Unnecessary
June 6, I made an emergency 911 call, for my mother. The paramedics arrived, then paramedics transported her to the emergency room at Marina Del Rey , 5.3 miles away. She was treated and is now doing fine, until July 3. She received a bill from the City of El Segundo, with a Sacramento address, demanding $1,853.75 “for services”.
It turns out this is an agency hired by El Segundo to collect money for services for transporting her, an El Segundo resident, in an El Segundo city vehicle, by El Segundo City paramedics and that she is responsible for that bill in full.
I brought this up at the 7/7/2015 council meeting. After a discussion with the Fire Chief, he stated this is now the policy in El Segundo, to bill the residences/taxpayers of El Segundo for services by El Segundo paramedics, using El Segundo City equipment, even though the taxpayers of this city continually pay for both.
There are seniors here, on a fixed income, who don’t even make half of $1,853.75 in a month. This collection is not only excessive, but unnecessary.
I find it offensive that our residence/taxpayers who paid, in 2014, firefighter salaries who make between $100,000 to $285,000, that are supplied with multimillion dollar vehicles and the best equipment, that now these same taxpayers will have to pay extra for a service by city employees to do the job they were hired for in the first place.
Something has to change now.

Send In Fee Hike Protest Ballots ASAP!
We need every El Segundo resident, property owner, business, and water customer to act now to stop nine water fee rate hikes and five sewer fee rate hikes scheduled for 2015-2019. These hikes will also increase business water utility taxes. It makes no sense to raise fees and taxes when we are still paying millions of dollars yearly in excess City employee compensation and pensions that have no relation to reality – only to City union campaign support for City Council candidates.
Failure to send in Protest Ballots counts as “yes, raise our fees and taxes” votes. Businesses and landlords will pass the hikes on to customers and tenants.
Please complete, sign, date, and send in your new set of Protest Ballots (marked “new” on envelope) – one for Water and one for Sewer. The old ballots won’t be counted. A Water and Sewer Protest ballot for each real estate parcel should be mailed or hand-delivered to the City Clerk.
Every property owner, water customer, or authorized representative can vote the protest ballots. Whether or not you are eligible to vote, please call and email every person and business you know that resides or owns property in town and urge them to vote.
Ballots must be received before 6:00 PM Tuesday, January 20, 2015, or else at the 7:00 PM City Council meeting that night before the public hearing is closed.

April 15 Council Meeting
The Council meeting after the election should have been a straightforward ceremonial passing of power from the old to the new Council. However, defeated Mayor Bill Fisher made the meeting all about himself, and then his ally, Marie Fellhauer, made it all about attacking newly elected Council Members Suzanne Fuentes and Mike Dugan.
Fisher used his bully pulpit for the last time. He gave a long-winded speech repeating his campaign material, taking credit for the work and accomplishments of others including Carl Jacobson and even myself. As usual, he stated numerous falsehoods, and without any proof or evidence, accused others of lying even though they backed up their statements with evidence.
Police Union member Marie Fellhauer put an item on the agenda designed to achieve a political end. It read, “Consideration and possible action to discuss the salary and benefits that the City Council members receive and whether such should be reduced or eliminated either voluntarily or through formal action.”
Eliminating Council pay and benefits will make it difficult to attract honest, competent, independent candidates. This will help the Police and Fire Unions elect their own candidates and pack the Council with Union Puppets. It will also help Fellhauer and Atkinson run for re-election with minimal or no competition.
The election might be canceled due to lack of candidates, as in 2006, when Fisher was appointed after potential candidates were intimidated by the unprecedented 2004 campaign spending. It would’ve happened this time, if not for Dugan.

I would like to congratulate the citizens of El Segundo on their stinging electoral rebuke to the public employee unions. To vote Carl Jacobson back in with the most votes after the vicious attack perpetrated upon him and then for the Council to elect him mayor speaks volumes. The shellacking that Measure P took is indicative of the mood that many shared, that the lies the Fire Department pollsters told in their early push poll were irrelevant, only local control mattered.
I saw Marie Fellhauer’s first act was supporting Bill Fisher for Mayor and Mayor Pro Tem. This reminded me of Don Brann’s support for Eric Busch because it was “his turn” to be Mayor. She’ll be a one termer too. While I appreciate that Marie and Don have given up their time to serve, the mindset a public employee brings to the Council is inconsistent with fiscal responsibility and their natural tendency is to represent public employee unions instead of the citizens.
I hope that the public employee unions have learned their lesson. You can’t shake down your neighbors for excessive pay and benefits in a down economy. The money simply isn’t there. I also hope they will listen to Dave Atkinson on pension reform ideas because the same sad fate may befall them as many private sector union members. As mentioned previously, El Segundo sworn firefighters, from lowest level Firefighter up to the Fire Chief, are by far the highest paid city employees. Generally, sworn police officers from lowest level Police Officer up to Police Captain are a close second. As we shall see, the Police Chief was by far the highest paid city employee in 2009.

In the last City Council election (2004), the El Segundo Fire and Police Union
Bosses endorsed the candidates with the worst public safety records and failed to
endorse the two candidates with outstanding public safety records – Jim
Boulgarides, a firefighter and paramedic in another city and also an L.A. County
Lifeguard – and former multi-term Mayor Carl Jacobson, who was instrumental in
the successful relocation into El Segundo and modernization of our 911 emergency
call/dispatch center and our public safety records management system.The Union bosses endorsed George Nakano for our State Assembly district in
2002, even though Nakano voted only three days after the 9-11 Terrorist Attack
to give official California driver licenses to Illegal Aliens, Identity Thieves, Drug
Smugglers, and Terrorists using the identity of their choice (AB 60, 9/14/2001).
Nakano voted for dangerous laws and bloated budgets that led to the Governor
Davis recall.
