Tuesday, September 14, 2021 is Recall Election Day in California.
Vote YES on the first question to RECALL GOVERNOR GAVIN NEWSOM; and
Vote for LARRY ELDER on the second question to elect Larry Elder as governor if a majority of the votes counted voted Yes on the first question.
Vote-By-Mail ballots were mailed out to ALL registered voters, dead or alive, moved out of the state or not, legal or illegal. This was done to maximize the opportunity for election fraud and theft to keep Governor Gavin Newsom in office.
The election fraud can include stuffing the ballot box with fraudulent ballots voting NO on the RECALL and NO VOTE for the new governor, and destroying, discarding, or not counting ballots voting YES and LARRY ELDER.
You can vote by mail, but it is probably safer to vote in person at the election poll on or before September 14, 2021 to help ensure your vote gets counted.

Below is the content from the front side of an information flyer distributed to residents city-wide in El Segundo, California, on April 8, 2014, the Sunday before the April 10, 2012 General Municipal Election. However, the actual flyer was titled: Vote “NO” on Measure P, and Against SCOTT HOUSTON !
The back side of the flyer provided information on Scott Houston’s true ideology, politics, and track record.

Vote “NO” on Measure P, the Fire Union’s Initiative
Background
- Measure P is the Fire Union’s Initiative – They put it on the ballot to maximize their salaries and job security at our expense in lives and money
- Disbands our Local City Fire Department for at least ten years under state law
- Forces our City to contract with L.A. County for significantly reduced fire & paramedic services in a One-Sided Contract that gives L.A. County ALL of the Bargaining Power
- L.A. County will Unilaterally set the Contract Price, Terms, and Service Level
Service Cuts
- Cuts number of on-duty Firefighters by 31%, from 16 to 11 – a staffing level even Fire Union President Christopher Thomason admitted was unsafe (on 1/18/11)
- Eliminates TWO of our THREE Paramedic Rescue Squads
- Permanently eliminates ALL three of our City-operated Paramedic Ambulances – The L.A. County Fire Dept. DOES NOT operate Paramedic Ambulances
- Forces residents to use Out-of-Town Private Ambulance Companies – with Significantly Increased Hospital Transport Times and Patient Fees
- We Need Our Paramedic Ambulances Most – Each year there are 0 or 1 major structure fires, but an average of 758 Paramedic Ambulance Hospital Transports
- Delays Emergency Response – Routes 911 calls through TWO Dispatch Centers
- Firefighters serving El Segundo will routinely be sent Out of Town to other L.A. County cities, far more often than out-of-town firefighters will come to El Segundo
Other Issues
- We already have 70 plus Firefighters Available under Existing Mutual Aid Agreements with L.A. County and South Bay cities
- 70 Firefighters Responded to the 3/13/11 helicopter crash at Raytheon Bldg. E1
- No Accountability – Insulates Firefighters and Paramedics from Accountability to any City Official – they will Report to a Remote L.A. County Fire Chief in Gardena
- Lose Ability to Control Costs – Prevents reduction of Fire Union Excessive and Unsustainable Salaries and Benefits costing $150,000 to $335,000 per employee
- All El Segundo Fire Dept. Vehicles and Equipment become L.A. County Property
- Any Cost Savings from Measure P will be Temporary, will result from Drastic Emergency Service Cuts, and will go to Pay for More Big Police Union Pay Raises

Election Results:
Measure P, the Fire Union’s Initiative, was defeated with 90.1% voting “NO”. Also, the two City Council candidates endorsed and funded by the El Segundo Police Officers’ Association (the police union) – Scott Houston and former City Clerk Cindy Mortesen – were defeated.
The El Segundo Fire Union probably spent more than $100,000 on their Measure P campaign. The union membership voted on December 6, 2011 to provide their professional campaign consultant Frank Caterinicchio with a $75,000 campaign budget. The union hired an attorney to draft the Measure P initiative and petition, and to file a lawsuit against the City and appear in court in an attempt to change wording in the City Attorney’s Impartial Analysis. The union spent money sending out Measure P campaign mailers. And the union hired a professional polling company to do an initial telephone push-poll and two tracking push-polls of El Segundo voters, with numerous questions related to Measure P and public perception of the fire union and the various City Council candidates. The cost of polling increases as the number and complexity of the poll questions increase.
The union even offered to pay for the cost of an early Special Election within a few months in May or June of 2011, that would have given the union a significant unfair electoral advantage, but after much public pressure was applied, the City Council voted 3-2 to put Measure P on the ballot for the regularly scheduled April 10, 2012 General Municipal Election, allowing sufficient time to run an effective low-cost grassroots campaign against Measure P. Settlement scheme?
It appears that former City Manager Doug Willmore has engaged liberal news organizations in a smear campaign against Carl Jacobson and Chevron, to get Carl unelected. Carl has been an honest, hard-working, selfless council member for many years. So why would Willmore smear Carl? Is this Willmore’s revenge against the only council member who voted to fire him who is also running for re-election?
It may be far more sinister than revenge. Willmore has two supporters and allies on city council – Mayor Eric Busch and Councilman Bill Fisher. Busch is not running again, and Fisher is Willmore’s only ally guaranteed to be on council after the coming election. If Willmore can get two more allies elected to the council in April, then he can get a multi-million dollar payoff in the guise of a “settlement” to his frivolous lawsuit against the city. … Continue reading
A Victory for El Segundo Residents and Residential Property Owners (House or Two Units)

Congratulations! We won again! Thank you for sending in your Proposition 218 Trash Fee Protest Ballots before the deadline. A total of 1,850 unverified protest ballots were sent to City Hall, and only a total of 1,439 verified protest ballots were needed to defeat the new residential trash collection fee. The City Council voted 3-2 at its January 18, 2011 meeting, to accept the unverified protest ballots as sufficient without having the City Clerk’s staff spend the time to open all the envelopes, verify that the ballots were properly completed and signed, and count the valid ones that are not duplicates from owners and tenants of the same property.
City Council member Don Brann made the motion to accept the unverified protest ballots as sufficient. Mayor Eric Busch tried to ignore the motion and said that the City Clerk would come back to the City Council with the results after the protest ballots were verified and counted. Council member Don Brann caught this apparent maneuver to avoid a vote and move on to the next agenda item, and he stated that he made a motion. Council member Carl Jacobson seconded the motion for discussion. After brief discussion, Council member Don Brann asked for a vote. Mayor Eric Busch and Mayor Pro Tem Bill Fisher voted “NO”, and Council members Don Brann, Carl Jacobson, and Suzanne Fuentes voted “Yes” on the motion.
This vote by mail election used a strange system where properties for which no Protest Ballot is completed, signed, and returned before the deadline COUNT AS YES VOTES, and Protest Ballots from both the owner and tenant(s) of the same property COUNT AS ONLY ONE NO VOTE.
The first year of the trash fee would have cost residents an estimated $560,700, which is less than the estimated $596,657 total compensation paid to former El Segundo Police Chief David Cummings in 2009 from all sources – including his city contract and pension income while working for the city after his retirement. This is an enormous amount of compensation for any city, but especially for the City of El Segundo, California, which has about 5.5 square miles and about 16,000 or 17,000 population. … Continue reading
Everyone in El Segundo must defeat the greatest threat facing our city – the firefighters union initiative
All El Segundo residents and business owners must work even harder to defeat the greatest threat facing our city and our safety – the firefighters union initiative. If their union initiative passes, we will permanently lose our Paramedic Transport Service, and depend on out-of-town ambulances with increased hospital transport times and fees. This is dangerous for everybody who lives, works, or does business in El Segundo, but it is especially dangerous for the elderly in our city. Almost all of the fire department calls are paramedic calls. El Segundo has few fire, and zero, one, or two major structure fires (with $100,000 in damage or more) per year.
The El Segundo City Council will decide at its February 15, 2011 meeting which election date the very dangerous firefighters union initiative will appear on the ballot for El Segundo voters. Continue reading
An Introduction to El Segundo’s Fiscal Problems: The firefighter and police unions are the primary cause

The City of El Segundo, California is at risk of losing its City Fire Department and eventually its City Police Department as a result of greatly excessive and unsustainable salaries, benefits, and pensions for its public employees, especially its fire and police union members. The fire and police unions obtained their excessive and unsustainable labor contracts from mayors and City Council members who received thousands of dollars of their campaign support.
The fire and police union members are the primary cause of El Segundo’s financial problems, yet they refuse to take reasonable and necessary pay cuts of at least 20 to 25 percent. These cuts are necessary for the firefighters and police unions to stop doing harm to the city, its residents, and its businesses. And these cuts are reasonable given the excessive firefighter and police pay, benefits, and pensions, and given their excessive raises during the current recession. The police union members received 15 to 23 percent increases and the firefighters union members received an 11.25 percent increase during the recession that they never should have received.
The firefighters’ and police officers’ unions are only considering a small 5 percent reduction in the scheduled pay increases provided by their current union contract. Instead of reasonable and necessary pay cuts to stop doing harm to the city, they demand that the city increase business taxes, create new fees for residents, eliminate and reduce city services, and contract with Los Angeles County for a reduced level of fire and paramedic services, including a loss of paramedic transport services. This takeover of the El Segundo city fire department by the county would protect the firefighter union members’ jobs, pay, and benefits.
The firefighters and police unions demand that all city employees take equal pay cuts. This is extremely unfair to the other city employees, who are paid less than one-fourth to one-half what the firefighters and police are paid, and who, unlike the firefighters and police union members, are not the primary cause of the city’s financial problems.
The El Segundo Firefighters Association (a fancy name for the firefighters labor union) reminds its members, on its official web site, “Remember, the Local 3682 Board of Directors, work to represent the collective interest of our general membership.”
Thus, the firefighters union admits what we already know, that it does not represent the interests of the residents and businesses in El Segundo when it endorses political candidates at election time, advocates public policy, and sponsors a voter initiative to force our city to lose our city fire department and paramedic transport services, and have to contract with Los Angeles County for inferior fire and paramedic services for a minimum of ten years under state law. … Continue reading

In the last City Council election (2004), the El Segundo Fire and Police Union
Bosses endorsed the candidates with the worst public safety records and failed to
endorse the two candidates with outstanding public safety records – Jim
Boulgarides, a firefighter and paramedic in another city and also an L.A. County
Lifeguard – and former multi-term Mayor Carl Jacobson, who was instrumental in
the successful relocation into El Segundo and modernization of our 911 emergency
call/dispatch center and our public safety records management system.The Union bosses endorsed George Nakano for our State Assembly district in
2002, even though Nakano voted only three days after the 9-11 Terrorist Attack
to give official California driver licenses to Illegal Aliens, Identity Thieves, Drug
Smugglers, and Terrorists using the identity of their choice (AB 60, 9/14/2001).
Nakano voted for dangerous laws and bloated budgets that led to the Governor
Davis recall.

FIRE UNION BOSS’S SENIOR SCARE LETTER
Firefighter Union bosses use scare tactics against El Segundo senior citizens.
They sent a letter on Union letterhead dated 4/9/04, signed by all three fire Union bosses, to El Segundo seniors threatening that if they don’t vote for Eric Busch, Sandy Jacobs, and Bill Fisher for City Council, hospitals may be closed and there may not be emergency service in El Segundo when needed!
