City Council Rescinds Tax Hike Proposal

The El Segundo City Council has finally seen the light, the light of limited government that does not pawn off expenses on successful corporations.

The Council may not have yet mustered the political skill to curtail the outrageous pension liabilities that threaten to bankrupt the peaceful community south of LAX, but at least they have rescinded the option of floating a foolish tax hike that would harm a local and very national business in the city’s backyard.

Instead of trying to raise revenue, the El Segundo City Council needs to cut spending, cut entitlements, and cut any other unnecessary fiscal outlays. Like many, I respect the role of public safety officers, but local representatives, who receive a stipend to serve their communities, must step up and cast votes that represent the needs of the current community and future inhabitants, not just placate powerful public unions. … Continue reading →

Proposed Tax Increase On Chevron – Letter to the El Segundo Herald by Ron Murray

The proposed tax increase is flawed. The tax proposed is on land ownership, not on the business. The County taxes property— land and improvements of which El Segundo receives a “slice”. Taxes should be uniform and consistent; so the tax should be applied to all unimproved land in the city—parking lots, unimproved commercial zoned property, empty storage lots, etc., not just on Chevron.

Most business in El Segundo pay a business tax based on commercial building footage plus number of employees/contractors. This formula is good as it is tied to services provided by the city to the business. … Continue reading →

The City Manager’s Chevron Shakedown must stop, including efforts to extort large “gifts” of money under threat of a $10 million annual tax hike. The City will suffer long-term damage to its reputation as a good city to locate a business.

Doug Willmore used false premises to construct a deceptive one-sided analysis for the Chevron property, rather than a true cost-versus-benefits analysis. It is unfair and dishonest to compare tax revenues generated per acre by the Chevron refinery with that of other local businesses. Land use in other South Bay cities is mostly residential and not three-quarters commercial/industrial as in El Segundo.

In his one-sided analysis, Willmore ignored the cost for the City to provide and maintain infrastructure and services for residents and businesses that would otherwise exist on the massive Chevron refinery property. … Continue reading →

The widow of Hawthorne police officer Andrew Garton filed a $25 million claim against El Segundo, as required before filing a lawsuit. Officer Garton was killed in the tragic accident where El Segundo Police Sergeant Rex Fowler collided with his motorcycle while both were escorting a funeral procession through Torrance for a Manhattan Beach police officer who died of cancer.

Despite my many warnings, Mayor Busch and Councilman Fisher enthusiastically voted to approve new three-year city union contracts guaranteeing raises and no layoffs, leaving the City dangerously vulnerable to large unbudgeted, uncontrollable expenses including lawsuit judgments and settlements.

Unions influencing El Segundo

As I predicted last July, El Segundo Mayor Eric Busch and his City Council majority approved new city employee union contracts in secret, letting the new and unproven city manager do the negotiating, then rushed the contracts through a public City Council vote as a mere formality.

Busch tried to rush the official contract approval with less than 24 hours for the public to even see the contracts, because the contract terms are still excessive, unsustainable and almost entirely one-sided in favor of the fire and police unions.

The contracts give automatic longevity and annual step pay raises, and excessive and unsustainable six-figure compensation and pensions, including redundant special compensation and automatic overtime pay. They also guarantee no layoffs for three years, even if it bankrupts the city.

This bankruptcy trap ties the hands of the current and next City Council, taking away their most effective cost-control and bargaining tool. … Continue reading →

Congratulations! We won again! Thank you for sending in your Proposition 218 Trash Fee Protest Ballots before the deadline. A total of 1,850 unverified protest ballots were sent to City Hall, and only a total of 1,439 verified protest ballots were needed to defeat the new residential trash collection fee. The City Council voted 3-2 at its January 18, 2011 meeting, to accept the unverified protest ballots as sufficient without having the City Clerk’s staff spend the time to open all the envelopes, verify that the ballots were properly completed and signed, and count the valid ones that are not duplicates from owners and tenants of the same property. Fix the City

Mayor Busch is so concerned about the current trash contract and the $123,000 that, he professes, “could” have been saved. Quit looking for spare change in the “city’s sofa cushions.” I would like to point out the fact that this mayor and others have continually skirted “other” serious costs to the city of El Segundo.

1) $197,000 a year: The parking structure (paid with 1.1 million taxpayers dollars), and a 34 year contract for parking places that still has over 25 years left to go. Reason? For a financial political payment to a politician.

2) Over 3 million dollars a year to the fire fighters union, not in wages, but special compensation, like the one that is continually paid year after year, even after retirement, just because at one time, in their past life, they received a diploma. Reason? Payment again for political support.

3) Over $225,000 a year, this is a “starting wage and benefits” for a person hired off the street as a director, who’s “qualifications” were to instruct the city to pay $80,000 dollars to hire a outside company to do a job “she” did not have time nor the “expertise” to do. … Continue reading →
