I have a more detailed analysis that we’re putting together on the Chevron taxes that doesn’t just look at Richmond, but also looks at other refineries in this South Bay (Torrance, Carson, Long Beach), and then also compares the ES refinery to other ES properties and tax generated. One quick snapshot to look at is Chevron has 40% of our property and generates 10% of the revenue in our General Fund. That, of course, doesn’t even factor in the negative impact that the refinery has on the city.
You will get a very detailed comparison of this refinery with Richmond and with the other refiners in SoCal. From what I know right now, I will tell you that I would estimate that Chevron should be at around $30M/year to be comparable to other cities and to compare to our other land uses. Right now, ES is subsidizing them a great deal compared to other cleaner business uses we have in our city.
We are changing the heading on the Cadman issue on the agenda – we will be recommending that we go out to an RFP. The council can decide otherwise, but that will be our recommendation. It won’t be for quality reasons, but, rather, it’s been 7 years since it’s been out to an RFP, and for transparency and public policy and confidence reasons, it’s good to put it out and see what we get. If he wins again then that’s great. You should know that the Board recommended that we just renew his contract.

This email shows that the motivation for the Chevron Shakedown for $10 million in additional city taxes per year was also motivated by Mayor Eric Busch’s and City Manager Doug Willmore’s environmental political agenda.
The early date/time stamp for this email, Monday, November 07, 2011 10:27 AM, long before the December 20, 2011 City Council meeting where Doug Willmore made his PowerPoint presentation, shows that Mayor Eric Busch was giving direction to City Manager Doug Willmore without legal authority from a majority vote or consensus during an open and public meeting of the El Segundo City Council. This shows that Doug Willmore was doing Mayor Busch’s bidding when he is only supposed to take direction from a majority of the elected City Council.
